Fix Debian/Ubuntu dependencies

Dependencies for Debian/Ubuntu and derived distros are now deduplicated and sorted.
Added target for Linux Mint as well.

Missing packages added and packages names updated where needed.

the ubuntu2004 config (for ubuntu 20.04) still exists,
and will remain in place.
